[...] gelingt es [der Autorin], einen soliden Überblick über die wesentlichen Rechtsgrundlagen zu geben, die für den Umgang mit Schutzsuchenden, die über das Meer nach Europa kommen, entscheidend sind.

About this book deutschenglish

Illegal migrants, refugees, economic refugees, asylum seekers, etc. are terms that are no longer foreign to anyone since the refugee crisis in Europe in 2015. But what are refugees and is it legally correct to speak of economic refugees? This year alone, around 1,700 people have already been reported dead or missing in the Mediterranean. This means that the EU has one of the deadliest escape routes, the Mediterranean, right on its doorstep. As long as there are gangs of traffickers who send overcrowded rubber dinghies towards Europe and numerous migrants lose their lives in the process, sea rescue will remain a highly topical and also controversial issue.

The book provides a clear introduction to sea rescue and presents the legal points of contact of a fleeing person. The reader follows the traces of these journeys; from the sea crossing to the arrival within the external borders of the EU. After an introduction to the essential differentiations – why it is not correct to speak of a refugee crisis at the Mediterranean Sea and what reasons there are to take such a journey –, the definition of terms and the main part of the work follow, which is thematically divided into two topics. The first part refers to the points of contact at sea, the second part to the challenges on land.

An attempt is made to reflect a systematic explanation of the relevant legal sources and to illustrate the current difficulties. Not for every problem a solution can be found. International solidarity and intergovernmental cooperation are needed in addressing this problem that affects us all. Due to constantly changing political circumstances, attitudes towards migration and intergovernmental cooperation are also subject to constant change. Finally, the content is summarized with an outlook as well as a conclusion.
