About this book deutschenglish
Statistical data shows that the number of registered disabled, unemployed and receiving benefits in Austria has steadily increased from 2000 to 2013. In 2010, the cost of supporting this group amounted to 1.3 billion Euros. This study investigates how the Republic of Austria, using the MoI as an example, combats this unemployment and what success has been achieved. This should provide an insight into a possible way out of the current situation. This problem results in the following research questions: "What employment tools and measures, favouring registered disabled, have been implemented since 2000 by the MoI? What impact have these measures made to registered disabled workers from the perspective of elected representatives of disabled persons and affected employees?” In addition to the scientific research of literature, the experiences of elected representatives of disabled persons in the MoI and those of affected employees were used for this research. With the help of a structured questionnaire, consisting of 18 open-ended questions and one question for statistical analysis, the views of many people with experience in this area were obtained. These findings were combined with the outcome of the literature research and are incorporated in the conclusion of this book. It would have been desirable to have a slightly higher response rate to this survey (about 40% was achieved); however, it is still possible to draw appropriate conclusions from the answers obtained. It turned out that far too few provisions and measures were implemented in 2000 to 2013 due to budget cuts, but also because of the "fear of contact", for the employment of registered disabled persons. Only when "the mission statement of all federal ministries provides for the inclusion of registered disabled people" can we hope that the employment situation of the affected group will improve, at least a bit. This is why the author of this work, also using firsthand knowledge, proposed a number of potentially controversial measures as a remedy for the current situation, even though he was aware that his proposals might meet with disapproval. Keywords
