[...] Zwei zentrale Ergebnisse der vorliegenden Untersuchung sind [...] besonders relevant zu erwähnen: Der kulturelle Hintergrund der Pflegekinder wird weder von den pädagogischen Fachkräften noch von den Pflegeeltern im Sinne der UN-Kinderrechtskonvention berücksichtigt. Darüber hinaus haben die Pflegeeltern mit Belastungen zu kämpfen, die vor allem aus der Organisation des Pflegekinderwesens und den strukturellen Rahmenbedingungen entstehen. Die Ergebnisse der Untersuchung weisen somit auf die Evidenz einer Reformierung der Organisation des Pflegekinderwesens hin.

The United Nations Convention on the Rights of the Child which was ratified in 1992 clearly states with regard to foster care parents that the ethnic, religious, cultural and linguistic origin of a child has to be duly respected. Nonetheless, intercultural fosterage, i.e. fosterage in the context of ethnic heterogenity, is currently rare in Austria, a fact that is also reflected in educational science: foster children with migration background are a subject-matter which has not been thoroughly investigated as yet.

In order to shed light on this topic the paper at hand deals with intercultural fosterage and analyses the stress resource balance of foster care parents who have adopted a child with origins of foreign culture.

The basis for the data was obtained by qualitative interviews with foster care mothers of twelve foster care families in Styria. Apart from one family which could not be included, a complete survey was carried out. Based on the empiric data, various kinds of influence on the stress resource balance of foster care parents could be shown. In this context there were factors with connection to the cultural background as well as independent influencing factors. By analysis of the data, different types of stress resource balance could be identified which show the complex interactive system between the two factors.

There are two essential results of the thesis at hand which have to be mentioned as highly relevant: the cultural background of foster children is neither taken into account by pedagogic experts nor by foster care parents as defined by the United Nations Convention on the Rights of the Child. Furthermore, foster care parents have to cope with strains which are mainly caused by the organisation of fosterage and the structural framework requirements. Therefore the results of this paper indicate that there is evidence for the necessity of reforming the organisation of fosterage.
