Carriers face increasing price and service competition in road transportation. Carrier networks aim at cost reduction and service improvement. The cost reduction results from joint operational planning activities, the so called collaborative planning. Decentralized planning as paradigm surrounds the collaborative planning: the carriers strive to improve their situations jointly while they retain their autonomy.

Decentralized collaborative planning refers to an exchange of transportation requests between carriers. It comprises an exchange mechanism and a transfer payment scheme.

This study fills a gap in previous research on decentralized collaborative planning. It proposes a planning framework which provides methods for the evaluation of transportation requests. These methods are heuristic indicators for the exchange mechanism and a payment scheme which builds upon the approximated cost of a transportation request. The collaborative planning extends a carrier's classical operational planning. This thesis presents the carrier's extended planning and shows how it matches with the suggested collaborative planning framework. The framework for collaborative planning preserves local decision making and improves the carriers' operational planning in a quickly computable and easily understood manner.
