Public Private Partnership (PPP) is the contractual cooperation of public administration and industry on a defined subject for a fixed period of time. Every side contributes to the cooperation with her experiences and abilities – in this case services within the support of administrative duties by information technology (IT). This cooperation is generally linked to a modernisation of the existing IT and a continuous modernisation of the IT equipment. At the end of the partnership the public management is in the possession of an IT service as it is to be found in an enterprise of comparable size and complexity – modern, user-oriented and efficient.

"Soft" factors like flexibility, user's acceptance, incentives, trust are as important for the success of a contract about PPP in the IT service as technology, project size or profitability – their non-observance can endanger even the success of the project. Marketing within the public organisation, but also marketing in the area of media and politics underline the meaning of "soft" factors. In the work theoretical statements are confronted with knowledge from one of the biggest and successful German PPP projects in the IT area, the project HERKULES. With the results of this work on the basis of the reference project HERKULES other PPP projects can be carried out in the IT service – e. g. within the scope of the IT consolidation of the German Government – with a high probability of success. This work gives practice instructions for PPP projects in IT services of every size and complexity.
