The Kingdom of Morocco has a geopolitical significance for the EU and a special status. However, the respect of democracy and human rights in Morocco is not without problems, although progress has been made in both areas in recent years. The EU provides Morocco with a wider range of financial support, with explicit reference to reforms.
The first chapter provides a brief overview of the issue of the international and regional mechanisms for the protection of human rights in Morocco, and addresses the difficulties and obstacles that hamper this objective. The second chapter deals with the political situation and the human rights situation under the reign of King Hassan II, but also under the reign of the present King Mohammed VI.
The triggering of the protests and the revolutions in the Arab world are not of minor importance to Morocco. Therefore the third chapter deals with the Moroccan version of the "Arab Spring". The fourth chapter broach the issue of the development of Euro-Mediterranean relations and the development of the Euro-Moroccan partnership since Moroccan independence.
The EU is also being viewed with regard to its internal legal conditions. This includes the consideration of national interests. Within this framework the success of political conditionality is decisive. The fifth chapter which is also the last and most voluminous chapter of this work approach this. The EU's democracy and human rights clause is thereby analyzed.
To provide the policy suggestion, this study will provide evidence of the overall potential of EU political conditionality. In other words, this work is a critical reflection of the actions of Morocco and the EU in legal and political terms. These questions are of particular interest to those of my addressees who deal with relations between the EU and, in this case, the Mediterranean third countries and the Maghreb states respectively.
