This Book deals with the concept of so-called “proactive pacifism”, the political doctrine initially implemented by Prime Minister Shinzō Abe. It represents a new direction in Japanese foreign and security policy and an attempt to step away from the political strategies of the postwar Japan which avoided the utilization of hard power. The implementation of “proactive pacifism” also implies that the Japanese foreign policy moved towards “normalization”, abandoning its “abnormal” – pacifistic principles. In order to explain a seemingly rapid success of Abe’s reforms that move Japan towards the “proactive pacifism”, this research utilizes three essential theories of International Relations: Realism, Liberalism, and Constructivism. The analysis based on these theories clarified that significant changes in security environment, domestic interests, and social norms occurred even prior to Abe’s accession to office, enabling a successful implementation of the new doctrine. Finally, this research comes to a provocative hypothesis: the normalization of the Japanese foreign policy stems from earlier external, internal and normative changes, and not solely from Abe`s foreign policy strategies.
