Teacher Training in France has been undergoing radical changes in the resent decades. These developments were not due to the changing school system, but were more than anything else the outcome of different political interests of changing governments.
This study of the big reforms in teacher training shows that socialist governments strengthen the professional aspect of teacher training, in combining practice at primary and secondary schools, and theory in a teacher training institute, the institut universitaire de formation des maîtres (IUFM). Conservative governments, however, traditionally try to minimize the influence of the IUFM, once established by socialist Prime Minister Jospin.
Under President Nicolas Sarkozy and Minister of Education Xavier Darcos, the IUFM were incorporated into the universities. This reform of teacher training is known as „mastérisation“, which stands as a synonym for the reduction of the professional elements of teacher training which, as a result, became much more academic than before. Not surprisingly, the actual socialist government under President François Hollande is about to re-establish the professional content of teacher training.
For the first time, teacher training in France is the subject of an academic research in Germany. This study shows the evolution of teacher training from its beginnings in the écoles normales, which every département had to establish in 1880, through the establishments of the IUFM in 1989, and their integration as écoles internes in the universities starting in 2007. These reforms, their reasons and their outcomes are studied through a policy analysis. The approach via a policy cycle outlines the intended goals of each reform and evaluates whether or not these goals have been realised by the implementation of the laws that have been introduced.
