The thesis deals with the decriminalization of criminal offences and focuses on the change of penal norms in the context of contemporary history. To this end, the author first addresses the question of how the abolition of selected criminal norms came about. For this purpose, the way to the decriminalization of the former criminal offences “adultery”, “homosexual acts” and “insulting organs and representatives of foreign states” is examined from different points of view. The influence of jurisprudence, society, law and politics on the respective decrimi-nalization process is elaborated.

The second part of the paper focuses on the criminal offence of "insulting confessions, reli-gious societies and ideological associations," which still exists and whose decriminalization is discussed again and again. Using the same factors as in the first part, the state of the decrimi-nalization discussion is comprehensively analysed and evaluated.

The work concludes with a proposal as to how the discussion on the decriminalization of in-dividual norms of criminal law could be shaped in the future, taking into account the knowledge previously gained.
