The dissertation examines the question if and how a legislative act is suitable for the permission of specific energy infrastructure projects with special focus on the extension of the German electricity transmission grid. The dissertation shows that a legislative act in this context has not been subject of deeper scienific examination before and has not been used in the past to integrate a full process of planning and permission into a legislative measure. As part oft the main results, the research shows that the current legal framework for the permission of projects for the extension of the German transmission grid is too complex and might harm the intended acceleration oft the extension process. Therefore, in specific cases, the legislative act, as a measure, could be a useful alternative. The disertation shows that this is in accordance either with German constitutional law as well as with European law if the legislative process is structured in a specific way that consideres certain elements of planning law. Further the dissertation shows that the legislative process is suitable to integrate these elements to suffice constititonal as well ans european law requirements and aditionally planning convenience considerations. Finally the dissertation shows how latter changes of the project as well as the legislative act have to be classified and rated from a legal perspective.
