Recently it is one of the top news-topics but beforehand it was negotiated silently for a very long period of time – on 28th June, 2019 the European Union and the Latin-American MERCOSUR reached an end in their bi-regional negotiations on the Association Agreement in Brussels. With Brazil, Argentina, Paraguay and Uruguay as member-states, MERCOSUR is an internationally important union with a high economic potential. The negotiations on the Association Agreement went on for more than twenty years. Now, nearly every day you can read news reports about the agreement and about the next step of ratification. The agreement is more than just a free trade-agreement; it is an extensive contract about economic as well as structural, social and political cooperation of the two regions. But it is the trade-chapter that causes most of the discussions. Especially agriculture and environmental protection are controversial topics that attract attention of the media. In the past, structural differences of the two blocks, unclear strategies and the lack of political will caused great problems in the negotiation process. The new agreement has a big influence on the global economy; it is the European Union’s largest agreement ever. As it contains a great amount of different topics, it is comparable to comprehensive mega-regional negotiations such as CETA or TTIP. It challenges the whole WTO-system.
This paper gives a wide overview of the agreement and its evolution process. It presents the two sides, the Latin-American regional integration process as well as the European foreign policy. It also includes the historical evolution of MERCOSUR, its organization structure and some of its deficits. It introduces theories about regionalism and inter-regionalism. As the negotiations affect the global economic system this paper also demonstrates the relations to the WTO-system and to mega-regional agreements. At the end of this paper, you can find an analysis of news articles, presenting the medial reception of the agreement in both regions.
