Initiatives of companies, associations and government

Since the early 90’s the institutional framework of working conditions in the German mechanical engineering industry has been changed substantially. Employer’s associations and trade unions introduced opening clauses into industry-wide agreements as a result of growing company-based pacts for employment and competitiveness and loss of liability to collective agreements.. Manufacturing processes have become more flexible. Competitiveness of German mechanical engineering industry has been improved strongly. 2018 employment has reached the highest level since 1997.

Who were the driver of this development? To clearify this question the author interviewed Presidents, CEO’s and Managing Directors of German employer’s and industry associations, trade unions and mechanical engineering companies. He brings in also own long lasting experiences as Managing Director of German Machinery and Plant Manucfacturers‘ Association (VDMA).

The study includes case studies of German machinery manufacturers who concluded a pact with their worker‘s council to improve competitiveness . These pacts were concluded with or without information and support by the trade unions. Employees usually agreed to work more hours without wage adjustments. The companies guaranteeded jobs.

Industry 4.0 will have profound impacts on organizational and working conditons. On the other hand Industry 4.0 will create new possibilities of flexible, agile and mobile working. The trend to self-determination and flexible working will continue as a result of new technological and organizational challenges. The framework of working conditions should be performed as much as possible on companies bases and not by governmental regulations and trade unions By this way the competition between companies on the labour market will be strengthened.
